What It Costs to Build a Recreation Center

Why the cost per square foot you found online is useless, what actually moves the number, and how to get a figure you can defend in public.

Someone on your board or your council asked what the building is going to cost. You searched for a cost per square foot, found a range wide enough to drive a truck through, and now you have to put a number in front of people who will hold you to it.

Here is the honest answer. A cost per square foot for a recreation center is close to meaningless until four things are settled. Once they are settled, the number gets tight quickly. Almost all of the work of early planning is settling them.

The program moves the number more than the size does

Two buildings can be the same square footage and have almost nothing else in common. A 40,000 square foot building that is mostly community rooms, a gym, and a lobby is a straightforward structure. A 40,000 square foot building with a competition pool in it is a different animal, and it costs like one.

Water is the clearest example. A pool brings humidity, corrosion, heavy air handling, water treatment, and finishes that survive chlorine. Those systems cost real money to build and more to run for thirty years. We wrote about that in more detail in what a natatorium actually requires. Long-span spaces like a fieldhouse push cost into the structure instead. Community rooms and offices are the cheapest square feet in the building.

This is why the ranges you find online are so wide. They are averaging buildings that share nothing but their area. Your number depends on your mix, and nobody can tell you your number before you have decided your mix.

The site can add a large amount of cost before anyone draws a wall

Poor soils, a high water table, buried foundations from whatever was there before, a sanitary line with no remaining capacity, stormwater detention, a transformer that has to be upsized, contaminated fill, demolition, road and drive approaches, parking counts driven by zoning. Any one of these can move a budget in a way that has nothing to do with the building itself.

On a renovation the same logic applies to the structure you have inherited. Sometimes an existing building saves a great deal of money and sometimes it costs more than starting over. That is the question a renovation and adaptive reuse study exists to answer before you commit to either one.

A real budget has six parts and most quotes cover one

When a peer organization tells you their building cost a certain amount, they are usually quoting hard cost and leaving out everything else. A number you can take to a board covers all six of these.

  • Hard cost. Labor, material, and equipment to build the building.
  • Site and utility work. Everything from the building face outward, including anything found in the ground.
  • Soft costs. Design, engineering, surveys, geotechnical and environmental testing, permits, legal, insurance, printing, commissioning.
  • Furniture, fixtures, equipment, and technology. Scoreboards, lockers, kitchen equipment, weight equipment, audio visual, network, access control.
  • Contingency. Money set aside for what has not been discovered yet, held by a named party under stated rules.
  • Escalation. The difference between today's prices and prices on the day you actually bid.

Escalation is the part that quietly breaks budgets

An estimate is only valid on the day it was made, for the bid date it assumed. Carry a number for two years through a failed millage and a redesign, then bid it, and it will not hold. That is not bad estimating. It is an estimate being asked to do a job it was not built for, and it is one of the most common reasons projects go over budget.

If you are going to sit on a number for a while, the useful question is not what it costs today. It is what it costs at the date you realistically expect to bid, and what happens to the scope if you are late.

How to get a number you can defend in public

You do not need construction drawings to get a defensible budget. You need the program decided, the site investigated, a concept that shows what is being built, and an estimate built from that concept rather than from an average.

That is what a Design Framework Report produces. Five stages: Programming, Planning, Concept design, Budgeting, and Scheduling. What you get at the end is drawings of what the building will look like, a real budget with contingency in it, and a timeline.

It is worth being clear about what it does not do. It will not tell you what a mechanical subcontractor will bid eighteen months from now. It will not remove the need for contingency. It will not survive you adding a second gym in month nine. What it gives you is a number with reasoning attached, which is the thing that survives a public meeting.
